In a meeting held on 16 March 2000 was formalized the foundation of the Sindicato Nacional da Marinha Mercante – SINDMAR, Union that represents the Merchant Marine Officers. The new Union was formed by the merger of the Sindicato Nacional dos Oficiais de Náutica e de Práticos de Portos da Marinha Mercante, Union that represented the Deck Officers and Pilots of Ports of the Merchant Marine, and by the Sindicato Nacional dos Oficiais de Máquinas da Marinha Mercante, Union that represents the Engineer Officers of the Merchant Marine. Besides the Head Office Comandante Emilio Bonfante, opened at 1999, SINDMAR associates’ can still count with eight Regional Offices in four regions of Brazil. ![]() Assembly of Foundation After fifteen days of January 1932, at five hours in the Lloyd Brazil Employees’ General Association hall, was held the Union’s Assembly of Foundation, that initially was called, Syndicato dos Oficiais de Náutica da Marinha Mercante Nacional, Union that represented the Merchant Nautical Officers. In this meeting, the board elected to represent the Union until its official recognition was: On January 21st, 1932, at the same place, the plenary debated about the exchange of the Union’s name for Syndicato dos Pilotos e Capitães da Marinha Mercante, Union that represented the Mates and Masters of the Merchant Marine. On March 28th, 1932, the Assembly composed the Board of the Mates and Masters of the Merchant Marine Union, with the following officers: After twenty two days of January 1934, the following Board was sworn in: In the Republic 47th anniversary, by the Decree no 5.367, of 29th,January 1935, this Union, on that time called, Sindicato dos Pilotos e Capitães da Marinha Mercante was declared a public utility, this Decree was signed by Pedro Ernesto, M.D., Federal Intervenor at the Federal District. On July 3rd, 1935, was sworn in the Board of Directors: On January 15th, 1936, was sworn in the following Board of Directors: On January 15th, 1938, was sworn in the Executive Committee to direct the Union from January 15th, 1938 to January 15th, 1941: On January 15th, 1939, was sworn in the Board of Directors: On June 3rd, 1939, was elected a Governmental Joint with a mandate till August 28th, 1939, composed by: On July 18th 1941, under the Governmental Joint regimen, named by the Ministry of Work, Industry and Commerce were sworn in: On December 5th, 1941, the Union obtained the certificate of recognition bestowed with the name of Sindicato Nacional dos Oficiais de Náutica da Marinha Mercante. The Board of Directors sworn in, on June 15th, 1957 was reintegrated in Union’s administration, in January 28th, 1958. On June 30th, 1959, was sworn in the following Board: On August 10th, 1961, was sworn in the Board: On June 27th, 1963, the Assembly elected the following Governmental Joint: On December 19th, 1963, was sworn in the following Board: On February 17th, 1966, was sworn in the Board: On November 17th, 1966, according with the Decree nº 22, October 11th, 1966, prevented the Secretary and the Treasurer to remain in function, having been replaced by: Rômulo Augustus Pereira de Souza e Juvenal da Cunha Bastos. On May 2nd, 1967, with the Chairman Mauro Regis Pantoja Vasconcellos resignation, Rômulo Augustus Pereira de Souza took on the presidency of the Union. On March 5th, 1968, was sworn in the following Board: On March 30th, 1971, was sworn in the Board: On May 2nd, 1974, was sworn in the Board: On May 16th, 1977, was sworn in: Under the resolution of the Ministry of Work, published in the Official Gazette of the Federal Executive of July 23rd, 1979, the Union now has in its Certificate of Recognition the denomination of Sindicato Nacional dos Oficiais de Náutica e de Práticos de Portos da Marinha Mercante. ![]() The Imperial Decree nº 1.945, of July 11th, 1857, consolidated an activity that, since the beginning of navigation, was already happening in the vessels, in one way or another, in order to propel them. It was said in the Decree: Create a corps of engineer officers for the work of the Fleet Steamers, and give the following rules. “Create a corps of engineer officers for the work of the Fleet Steamers, according to the rules, that with this document signed by José Antônio Saraiva, of my council, Minister and State Secretary of Navy Business, so that he have understood and enforce it, Palace of Rio de Janeiro, on July 11th, 1857, Thirty sixth year of Independence and Empire, with the signature of His Majesty, the Emperor. The Rules for the Corps of Engineer Officers of the National and Imperial Fleet of Steamers are divided in six chapters, which dealt, respectively. I - Organization of the Corps of Engineer Officers, for the engineer officers and their helpers in first, second and third classes, II- Qualifications and examinations of the Engineer Officers which gave the basic prerogatives for admission, such as age, knowledge of the idiom, certificate of service and others appropriate at the time, III- Discipline and general service of the Engineer Officers, which regulated and compared the Engineer Officers of 1st class with the 2nd Lieutenants of the Fleet and others, in terms of enjoyments, schedules and competing considerations; IV- The First Engineer Officers, which directed the applicable tasks such as organization, cleanliness, discipline and distribution of duties to his subordinates, maintenance, and repair of the machinery, etc.; V- Salaries and other benefits which regulated the wages and bonuses, with the attached table, which by curiosity already specified the embarked gratifications in harbors of the Empire and in foreign ones; VI- Several dispositions that dealt and regulated, mainly, the Foreign Engineer Officers hired outside the Empire for the service in the Fleet, which at the time were considered as supernumerary, and their way of naturalization, time to retirement and other”. From the date in which the Decree became effective, 74 years passed until the workers organize themselves in Unions. The Sindicato Nacional dos Oficiais de Máquinas da Marinha Mercante, Union that represented the Merchant Marine Engineer Officers, was founded on September 9th, 1931, in the government of the President Getúlio Vargas, with the function and the objective of represent, before the administrative and judiciary authorities, the interests of the class of Brazilian Merchant Marine Engineer Officers. The first Chairman was the Engineer Officer Joaquim Magno Coelho. The Union’s head office was at Visconde Inhaúma Street, Downtown Rio de Janeiro. During the union’s trajectory, many Boards of Directors were distinguished. Among the Chairmen were Arthur Polono Russi and Alfredo Pereira Nunes. It is impossible not to highlight the participation of the one of the oldest members of the Union’s Effective Board of Directors, the Former Chaiman of the Merchant Marine Engineer Officers Association Edvaldo José da Silva, mate that collaborated with his personal brief in the preparation of this brief essay (to him, our acknowledgements). In the management of the Engineer Alfredo Pereira Nunes, was acquired the Head Office in the Rio Branco Avenue, nº 20, 11th floor. For the consolidation of this purchase were acquired quotas like loans from the associates, which were after reimbursed, although many mates renounced their reimburses in benefit of the whole category. See the timeframe, they had its plan approved in a General Assembly on July 3rd, 1946, approved acquisition on May 8th, 1947 and realized on June 26th, 1947, under the auspice of the following administration: Alfredo Pereira Nunes – Chairman Yet in this track, was created and founded the Machinery Federation, which the presidency was occupied by the Union’s Chairman Edvaldo Jóse da Silva. Passed for this Union other Boards like the one of the Chairman and Engineer Officer Florisvaldo Correia dos Santos, which headed very well succeed fights, the effort on buying the houses for the IAPM – Instituto de Aposentadoria e Pensão dos Marítimos, institute that deals with the retirement and the allowance of the associates, and the interference in the Institute in the setting of Engineer Officers as counselors of the antique collegiate. In this track, also passed many Boards with an effective accomplishment, like the Chairman Linitheo Isaac Lopes dos Santos, dear and noble friend. The following boards were of Leonino Tobias da Silva, Mauricio Monteiro Sant’Anna, Renato Soares de Mello, Edson Martins Areias, Francisco Matos, Nelson Nunes (GINA) and José Válido Azevedo da Conceição. Product of the merger of the Unions of Engineer and Nautical Officers, authorized in agreement with the request of the Merchant Marine Engineers combined in General Assembly, was created the SINDMAR – Sindicato Nacional dos Oficiais da Marinha Mercante with the auspice of the following Board of Engineer Officers: |
